Virtual Services with blank base paths shut down automatically

Sometime VS's running with blank base paths stop automatically by the VSE.  


Possible causes could be:
. VS's throw errors more than 3 and will stop as the VSE max hard error is 3 by default. These error could be If VS's running on https and a http request is sent to it and vice versa.
. Port scans by security teams.
. Vulnerability scans.


All supported  DevTest environments.


Recommended to have VS's run with some base path. This way the calls on ports will not hit VS's.
