STC LID shows unreferenced in Cleanup Reports but ACF list shows signon today

Issue/Introduction

An STC LID shows up in a Cleanup for ACF2 UNREF reports. The report shows that the LID hasn't signed on for 509 days even though the STC is started every day because of a daily IPL.

Resolution

The Cleanup started task and ACF2 must have completely initialized before it can track LID and resource access.

If the STC is started before Cleanup and ACF2 initialization, the STC's LID usage cannot be tracked.

Either:

1. Start the STC after Cleanup and ACF2.

2. Or startup Cleanup and ACF2 as soon as possible, then start the STC.
