Why is the volume being checked from IDCAMS but not from ISPF when
 rename dataset?

Resolution

Catalog management always passes the VOLSER of the catalog and not that of the data set being created. Therefore, volume authorization should be based 
on the catalogs volume and not the data sets volume.
