TPX with TSS does not allow password to passphrase change.

Issue/Introduction
Attempting to switch from PASSWORD to PASSPHRASE. Using current valid,expired password, when I enter new passphrase I get the following error.
NEW PASSWORD/PASSWORD PHRASE VERIFICATION ERROR SIGNON ATTEMPT HAS BEEN CANCELLED

TSS 16.0 z/OS 2.2 TPX 5.4
Cause
A new password phrase (PWPH) cannot be set using a password (PSWD) for authentication, nor can a new password (PSWD) be set using a password phrase (PWPH) for authentication.
Resolution
CA TPX is being enhanced to REMOVE RESTRICTION for PASSWORD (PSWD) and PHRASE (PWPH) interchangeability, during credential authentication.
TPX will now allow the security system to determine the validity of this type of verification request. Apply SO08045 - Enhanced for interchangeability between password / passphrase acceptance.
Additional Information
Presently, CA ACF2 and IBM RACF will allow interchangeability, during credential authentication. CA Top Secret needs to be enhanced to address this capability.
