I am installing SCM v13.0.3 on a new test server and asked our DBAs to create a test database for the new version of SCM. They created a new database but then imported the data from the v12.6 32 bit version of SCM. Should we need to drop the schema and start from scratch, or upgrade the 12.6 schema for use with out testing of SCM v13.0.3?

Actually, either would be ok. You could drop the schema and create a new empty database for your testing, or we could go ahead and install Harvest and use hdbsetup to upgrade the 12.6 schema to the new version. If we go with the second option, you would have data to use for your testing.
