Unfortunately not.
WSAPI exposes a number of REST endpoints listed under the Object Model in the WSAPI page.
Shared Views are not exposed as public REST endpoints or included as fields in any of the already existing WSAPI endpoints. They are internal objects used by the User Interface, but not exposed to WSAPI. Similarly, the user's dashboard also is private the to User Interface and isn't accessible via WSAPI.
