CA Application Performance Management Agent (APM / Wily / Introscope) INTROSCOPE

Issue/Introduction

Unable to connect to EM using Workstation Client.
There is the following message when connecting to the EM using the Workstation Client.
Sometimes a restart of APM allows temporarily reconnecting to the application. Also noticed that it doesn't disconnect an user who is already connected.

org.springframework.transaction.CannotCreateTransactionException: Could not open JDBC Connection for transaction; nested exception is java.sql.SQLTransientConnectionException: HikariPool-1 - Connection is not available, request timed out after 30000ms.

Cause

Per Engineering, this seems be a bug, 

However, there is a workaround - Restart the EM and will be able to login through the Workstation client. 

Environment

Introscope Workstation Release 10.7.0.115 (Build 991408)
Java VM version "Java HotSpot(TM) Client VM 1.8.0_112" from Oracle Corporation

Resolution

Open a support case to obtain the fix - APM10.7.0HF15_cumulative.zip

OR

Upgrade to CA APM 10.7 SP3  that contains the fix.
