When the system IPL, CAIRIM job run with CAVHCONF step and it shows as all products are turn off.

After CAIRIM job finished, I rerun CAVHCONF job again then all product feature turn on.

How can I correct the IPL time CAIRIM process so it does not need to run CAVHCONF 2 times?
There are 5 intent switches in CAVHCONF:
1) DYNAMIC
2) INTBAT (InterTest Batch)
3) SYMDUMP (SymDump Batch)
4) SYMCICS (SumDump CICS)
5) INTCICS (InterTest CICS)
If DYNAMIC is on calls are placed to get the LMP status for the presence of a license key for products numbered 2 through 5. For each of the 4 products, if the LMP key is found for the product the intent switch is turned on, else it is turned off.
If the CAIRIM process is not finish for LMP keys and CAVHCONF job run first then CAVHCONF could not find the LMP keys for the products and features were turn off.
Make sure CAIRIM's LMP process done first and then run CAVHCONF.
