CEM's CEMCCTLR job fails with RC0990 ISPF system data set allocation error

Issue/Introduction

The CEM CEMCCTLR tailor job fails with  RC0990 ISPF system data set allocation error - press Enter to continue.
Temporary control card data set cannot be allocated. DAIR RC = 12 dec, DARC = 0270 hex. ISPF102 No work file -/-Work file not open.

Environment

CEM 6.0

Cause

The cause of this condition was that the CEMCCTLR job's 'PROFILE PREFIX(USERID)' statement did not provide a valid UserID.

Resolution

Per the CEMCCTLR job's instructions,  the USERID variable value needs to be changed to the UserID submitting the job.
