Why when I create project by xog using template finish time stamp is 3:00 PM?

Resolution

Upon review of the XOG input file that creates projects from template it is using finish="2019-10-31T12:00:00", so it is inserting Finish date as 10-31-2019 12:00:00 PM, so you will need to change to finish="2019-10-31T17:00:00" to cover your business day or whatever your business hours end. The fact that it is showing finish time of 3:00 PM is because of the difference between the database and user's settings.
