Users in Provisioning but not IM.

Resolution

As user shows up in Provisioning but not IDM this is an inbound synchronization issue.  

A required attribute not being sent by IM. In this case its the required field "given name." 

This global user is missing this attribute.

In E&C you would need to create a dummy test for given name to meet the requirement. 

If manual then its missing the given name. Give it "given name" and run the sync again.
