What causes message 'CA-Jobtrac JICA control block not found - CA-Jobtrac not initialized - Terminating' to occur?

Resolution

JICA is the Jobtrac Intertask Communications area, a control block that points to the  Jobtrac internals (SMF exits, JMF
table, AMR, SCS, CCPF, ADR and checkpoint). It is located in memory.  If GSS is not started before Jobtrac or the log  
file is full, this can cause the 'CA-Jobtrac JICA control block not found - CA-Jobtrac not initialized - Terminating'
message to be issued.  If GSS is not active please start it and restart Jobtrac afterwards.  If the log file is full run the
DBSPILL job.
