Agile Central (Rally) Sync job will cause BG to fail with OutOfMemory when SQL trace is enabled

Issue/Introduction

STR:
1. Connect to Clarity NSA - Logs and make sure you see that:
Trace Jobs disabled
SQL Trace Enabled
2. Sync few hundred projects with Agile Central Sync job
 
Expected Results: The job to run fine as Trace Jobs is disabled (no tracing expected on Jobs)
Actual Results: The job takes a huge amount of memory which can crash the BG and cause OOM outage
 
In the Java heap dump we can see the amount of memory is taken by:

Resolution

DE48362 Agile Central (Rally) Sync job will cause BG to fail with OOM when SQL trace is enabled

This is currently in review by Engineering.
To prevent this issue from happening we have to disable the Action trace on the environment.
