Are there any known issues or considerations for placing CA Service Desk into the Azure Cloud?

Currently, Azure Cloud is not certified or supported with CA Service Desk.
This means if you place CA Service Desk into Azure Cloud, you could run into issues and these issues will be beyond the scope of Support.
If you do decide to proceed, you should test thoroughly to ensure that there are no major issues.
