Rally - On-premises: Can on-premises be integrated with Flowdock?

Is it possible to integrate an on-premises installation of Rally with Flowdock?

Resolution

On-premises does not have webhooks functionality which is a requirement for immediately notifying other systems of changes to artifacts.  Because of this, there is no way to generate or send any messages to outside systems such as Flowdock.
