Mounting incorrect tapes for scratch

Issue/Introduction
Hidro was found to be down for extended period. Now active tapes are being mounted for scratch so backup jobs are failing.
If I submit a hidro backup manually, that works.

Resolution
In your configuration, HiDRO is running with SCRATCH=YES and not SCRATCH=ALWAYS …
So, HiDRO is asking for specific tapes. Because the tapes HiDRO is requesting are NOT scratch tapes in VM:Tape, this indicates you have no reserved range of tapes for HiDRO and HiDRO should not be configured as SCRATCH=YES … it should be configured SCRATCH=ALWAYS …
VM:Tape manages the scratch tapes, HiDRO always asks VM:Tape to mount a SCRATCH tape. Recommendation to change/set to SCRATCH=ALWAYS. Then you can run RECYCLE.
