IBM HTTP Server not being detected by SiteMinder agent

I am trying to install the SiteMinder web agent on a 2012 server running IBM HTTP Server 8.5 and when I run the configuration, it doesn't detect the IHS. I am having the same problem with a server that is running IBM HTTP Server 9.0 as well. Both are 32bit installations. Both are running on Windows Server 2012. I had another case open on this but have not received any response in a week so I'm opening a new case.

web agent 32-bit: IBM HTTP Server : 8.5x windows platforms: 2008 R2, 2008, 2012 R2 (SP1 CR4).
As per information gathered from IBM support: IBM HTTP Server 9.0.x version requires to be install in \Program Files (x86)\ directory as a 32bit app for third party SiteMinder requirements. IBM HTTP Server 9.0x have to be installed it in the default location and the webagent will have to installed using the same user account which installed the software.
