Resolution

Below is documentation regarding what steps were taken to resolve the issue.
The customer confirmed that the checklist to remove ACT from unit was followed to completion.
The DAILY job is failing with U0999 and following error in SASLOG

ERROR 200-322: The symbol is not recognized and will be ignored.

Recommended to run the daily with debug and from this we were able to determine that it was source member DYVCAWST where it was failing.
Since ACCOUNTING INACTIVE was defined in prefix.PARMS(EXECDEF), the accounting rountines (#ACTMSTR) would not be getting pulled in.
Based on this we figured he had a user mod in DYVCAWST. We got a copy of the source member and compared it to ours.
Based on this we determined that they added a user mod on line 1462001 that was calling macro VCAAOUT with VOA file. This gets resolved in $VCAMSTR and builds the VCAJVOA and then try to calls that macro.

DATA &WRKXWDDN..VCAVOAXX (KEEP=%VOAKEEP(TS=DETAIL)) /*M010130A*/ 01462000
%VCAAOUT(VOA,DETAIL);                                                                     /*M010130A*/ 01462001 <------------

Advised to take a backup copy of this source member and then remove line 1462001 and restart DAILY.
This time his DAILY ran successfully.
