Agile Central - On-premises: Restore button misson on air-gapped system

Issue/Introduction

When performing a restore on a air-gapped system. Sometimes the restore button does not appear on the `Restore Cluster` page (it will instead say `1 node left to restore`).

Resolution

If this happens, The VM can be powered cycled until the restore button appears on the `Restore Cluster` page. Typically only one power cycle is needed but sometime more than one is required. It is believed that this issue is related to the same IP assignment issue mentioned above regarding preflight checks and can be mitigated with the same command line workaround instead of power cycling the replicated services VM.
