L2 Support explained that this error is the key: REASON CODE: 101.
It means that a NetMaster region was brought up at one level (e.g.
r12.2) and the product procs are at another level (e.g. r12.1).
Cust agreed this to be the problem and was going to investigate
it and resolve it.
