Issue/Introduction

CA Harvest Software Change Manager V13.0.3 does not support the latest ODBC drivers for Oracle 18c.
 

For Using the latest database Oracle 18c,  a new ODBC Driver is needed. 
CA Harvest Software Change Manager V13.0.3 has not included it.
