OData Error "Failure to Authenticate" when connecting with PowerBI

Trying to connect to OData with Power BI, we get the error message "Failure to authenticate".
Missing permissions on the report user
Release: CODFSS99000-15.5-PPM SAAS FedRAMP-Sandbox-Small Environment
Make sure you grant both access rights to the report user:Data Warehouse OData Service - NavigateOData - Access
Make sure the report user has access rights over the projects.
Then run the jobs:
- Load Data Warehouse
Load Data Warehouse Access Rights
- Refresh Data Warehouse OData Model
