Issue/Introduction
I am receiving the following messages when doing VMFBLD:
VMFUTL2221W Build requisite NUCBL51.BLDLIST for object VMYSYS.MODULE in build list VMYBLSVM does not exist
VMFUTL2070W Build list NUCBL48 is not in the :BLD section of product parameter file VMOPER PPF (compname VMOPERSFS)

VMFBLD2180I There are 0 build requirements remaining
VMFUTL2221W Build requisite NUCBL51.BLDLIST for object VMYSYS.MODULE in build list VMYBLSVM does not exist

Resolution
PTF RO99135 updates VM:Operator 3.1 to Common Nucleus Level 5.1 from 4.8 *and* requires a PPF rebuild.
The 2070W warning VMFUTL2070W Build list NUCBL48 is not in the :BLD section of product
can be ignored because the NUCBL48 buildlist was intentionally removed and replaced by the NUCBL51 buildlist.
