C1G0030E on base library during delete of elements

Issue/Introduction

When trying to delete elements that have been in entry stage since building the environments. Batch delete and package delete fails with:

C1G0030E UNABLE TO VERIFY FOOTPRINT FOR ELEMENT IN THE ELEMENT BASE LIBRARY.

Resolution

Change delete processor to *NOPROC* and re-execute the delete.
