CA CSM provides this notification each time you log in. On login it defaults to the Software Status tab. Note that in the highlighted SMP/E Environment
section there are 2 notifications:
5 SMP/E environments are missing HIPERs.
5 SMP/E environments are missing maintenance.
These missing PTF's and HIPER's would be from Get lLatest Maintenance or automatic downloads. By clicking View Details to the right CSI will take you to the CSI's to which these should be applied:

After clicking View Details for HIPER's:

Click on the IDMS.R190.CSI to be taken to the Maintenance tab for this CSI. Note that to locate these 9 missing HIPER's, the highlighted Filter checkbox is checked off, the Type column is set to HIPER-PTF and the Status column is set to received. If not all 9 are not shown then use 'not received' to get the others. Missing in this case means they have not been applied so they may be received or not received:

Here it shows 152 PTF's which includes the 9 HIPER's. Click View Details. Below it shows 148 PTF's received. so 4 PTF's are missing.
