Issue/Introduction

Receiving the following message when trying to add a certificate to the security file

TSS0941I CERTIFICATE DATA SET OPEN ERROR

Also receiving when issuing a CHKCERT command

TSS0941I CERTIFICATE DATA SET ALLOCATION ERROR                                 
TSS0301I  CHKCERT  FUNCTION FAILED, RETURN CODE =  4

Resolution

Check the following:

  1. Make sure you are authorized for the dataset
  2. Dataset ttributes MUST be VB and PS=DSORG per Top Secret documentation.
  3. If the PKCS12 package is BASE64 encoded then it must be uploaded to the dataset in ASCII. If the PKCS12 package is DER encoded then it must be uploaded to the dataset in BINARY. Please contact the person/vendor who supplied the certificate package. If you don’t know which encoding was used or want to bother finding out, create two datasets and FTP the certificate to the dataset in ASCII and then in BINARY. Do a TSS CHKCERT to find out which version of the dataset to use. An invalid certificate message will be received for bad version of certificate dataset.
