Federation Fails Causing SMPS to Generate a Crash Dump

Issue/Introduction
We are in the process of tech refresh and we have upgraded our SMPS infra to 12.7. We have already moved all our SSO solutions to the new platform and are working on moving the federation solution. However after registering the affweb app and web instances to the new tech refresh servers, the federation requests are failing and the SMPS to which the request lands on become unresponsive. The federation request is ending with a 403 and the SMPS is generating a crash report.
Cause
Crash was occurring in Java, not the Policy Server, however, since the Policy Server is reliant on the JVM, it appears broken when the JVM fails to load.

Release: MSPSSO99000-12.8-Single Sign-On-for Business Users-MSP Component:
Resolution
Upgrade to the latest 1.8 java release (202 at the time of this publishing)
