ILM cannot create a new partition

Issue/Introduction

Creating a new ILM partition fails with the following message:
U00005360 ILM: Action will not be processed as table MQSRV contains server processes that are currently not connected with the primary server. 

Environment

Release: 11.2, 12.0, 12.1, 12.2, 12.3
Component: Automic Automation

Cause

There is an entry in table MQSRV, but the process itself, either WP or CP is not active any more.

Resolution

Either start the server process that is not active any more or delete the entry from the table MQSRV.
The list of active processes can be received from either the system overview (Java UI) or the administration perspective (AWI).

Please contact Support on how to delete the server processes that are not active any more, but still listed in MQSRV.
