Not All Allocations are Copied Over when Creating a Project from Template

In classic Clarity PPM, when creating a project from templage and using an existing project as the template, not all of the allocations are copying over from the team tab. It is only copying over the current month's data. This occurs if there is a difference between the duration of the project dates being used as the template and the initial new project dates.

Steps to Reproduce: 
  1. Create a project with dates of 1/30/2019 to 2/12/2020
  2. Create a task with these same dates
  3. Staff a resource or role to the team with a 0% Default Allocation and the following allocation segments: 
    1/30/2019- 1/31/2019 @ 150%
    2/1/2019 -7/31/2019 @ 102%
    8/1/2019 - 2/12/2020 @ 0%

    Template Allocations
  4. Go the Project list, and click on 'New From Template' 
  5. Select the project created on Step 1
  6. Fill out all the required fields on the Project create page that comes up, leaving the Start and Finish dates defaulted to Today's date (2/28/2019), so a project duration of 1 day
    Note: The same is reproducible if the dates are changed to cover any other duration as long as it's shorter than the amount of time covered by the non-zero allocation segments.
  7. Click on Save
    Note: The new project dates are 2/28/2019-3/12/2020 due to the task duration on the original template/project. This is expected.
  8. Go to the Team tab
  9. Click on the properties icon next to the role/resource
Expected Results:  The team record has the same allocation segments (duration and percentages) as in step 3 (dates will be different as expected due to the project dates on Step 7). 
Actual Results: The team record has a one day segment in the current month: 2/28/2019-2/28/2019 (initial project start and finish dates from Step 6) @ 150%, and 0% for the remainder of the project duration.

This issue no longer occurs on our upcoming Clarity PPM 15.6 release. 

Workaround: On the original project/template, enter a Finish date on the team record to be the same as the original project finish date. Then when a project is created from the original project/template, and the team originally gets created on this new project, it will be forced to get created with the corresponding project dates.
