Resolution
The 'validate' copy of ESP Rest Api only requires that the Java to z/OS (J2Z) FMID (CFF6E10) be installed. No other CCS USS Based services are required. Therefore no need to configure Data Collector for z/OS, Message Service, or Data Mover
The GA version of ESP Rest Api DOES NOT require any CCS USS Based services at all. The GA version of ESP Rest API is only available with ESP 12.0 + PTFs SO07101 and SO07102.
