Cause
InMemoryTrace registry entries are missing. HKEY_LOCAL_MACHINE\SOFTWARE\Netegrity\SiteMinder\CurrentVersion\LogConfig
* smreg - From smconsole, make a backup of settings. (File -> Save settings) - From command line run, 'smreg -init'. This will bring default registry. - Once the command is completed, you can load saved settings. (File -> Load settings) Take a mind, putting credential for Data section is required. (You can simply, enable In-memory Tracing from smconsole and Apply and uncheck it later. However, we don't know what other registry might be missing. So we recommend using -init method.)
