snmpcollector devices and metrics not appearing in Operator Console

Issue/Introduction

snmpcollector devices do not appear in OC inventory

Environment

Release: DX UIM 20.4*/23.4*

Component: snmpcollector 

Resolution

Problem solved by selecting "Force component rediscovery":
- go into snmpcollector 
- click the profile for one device
- select "Force component rediscovery".

This often results in the device appearing in inventory a few minutes later as it forces a realignment of the ci_metric_id values.
