CA-1 Catalog contention running TMSCYCLE

Issue/Introduction

TMSCYCLE utility calling the EXIT TMSXCYCL is causing ICF catalog contention. After cancel the TMSCYCLE utility job, the ICF catalog contention was released.

Resolution

NOTE: this was seen only with a Special TMSXCYCL exit from L2 support for a customer who converted from a 3rd party tape management system to CA 1.
This exits runs the DSNB chain for every volume and issues a LOCATE for each data set, which caused the catalog contention.

Use SMFQ subtask of CTS to solve the catalog contention caused by the TMSXCYCL exit.
