In the doc set the statement:

By default, a device model triggers a minor alarm if any one of the following sequences occurs in a 31-minute timeframe

Is referring to event 0x1001d which has an event rate rule which states:

If 6 0x1001d events are logged within 31 minutes, Spectrum will log event 0x10050 and assert a minor alarm on the device model.
