Resolution

MCOMMAND is the SDF file that processes MCAT commands. M=MCOMMAND.SDF S=0000 means it couldn't be found. 

Run the following to reload the panels 

// EXEC GSSUTIL 
INSTALL MASTERCAT/VSE
