SYSVUSER occasionally getting:

The system return code was 0000000156 , the reason code was 0B0F0028 .

The U4093-90 abends indicate a BPX1MSS service failure, where R3 contains the reason code (x'0B0F0028').
This is the same reason code in the CEE5101C message.
The reason code indicates: 0028 JRMaxProc The maximum number of processes was exceeded.
Action: Retry after some processes have ended, or change the maximum number of processes allowed.
