Issue/Introduction
When our peer was attempting to generate the Java Task JCL action-
ing /PARMS group REPORTCENTER he got 'WRINWI18 No action
taken, ReportCenter parameters have not yet been specified.'
Thus he could not generate the JCL and could not finish
with the ReportCenter implementation tasks.

Environment
OS: z/OS.
Resolution
What happened is that dsnpref.PARMLIB(IIAPARMS) member--on parameter
WRHFS1--was not set correctly.
Our peer was able to talk to cust from another case and define that by starting
NetMaster up using an INIFILE he could set var &$IAP$WR$HFS1 to the
correct value upon startup.
Once NetMaster came up /PARMS group REPORTCENTER field 'SMP/E
Target Library HFS Directory (created by product installation)' was
correctly set. Following that the group actioning was successful
and the JCL was created.
