Why are some of the Top Secret recovery files not using 100% of the file? Some of the recovery files have been more recently allocated than others. Some were allocated by blocks, others by cylinders.
For example, the Top Secret recovery file from TSO option 3.4 show:

TSO option 3.4 is not an accurate measure of the recovery files as these files are wrap around files. As wraparound files, once they reach 100%, new records are written at the beginning of the file, overlaying the older records. The ones showing less than 100% have not wrapped yet.
