Has TLMS/CTS up but is getting the message: CAT9099I CA-DYNAM/TLMS - ON-LINE RECORDER NOT ACTIVE. 
TLMS had issued the following message to verify the date and time on the current LPAR:
CAT9013P CA TLMS - VERIFY DATE.TIME = ccyy/ddd.hhmmss
The correct reply is 'U' to the WTOR. The operator was replying 'Y'.
