Why do we get ARC0050A and ARC0055A error messages when we do not use DFSMSHSM?

Even though HSM is not used to archive or restore datasets, the HSM software can build a CVTHSM control block entry which the RACF software will look at to determine if HSM is active or not and then trigger a call to HSM to recall a migrated/archived
dataset. RACF support has determined that this is a defect within RACF and published the PTF OA63235 fix.
The error messages are:
ARC0050A DFSMSHSM IS NOT ACTIVE - START DFSMSHSM
ARC0052A JOB xxxxxxxx WAITING ON DFSMSHSM
ARC0055A REPLY 'GO' OR 'CANCEL'
It was found that many (if not all) HSM commands issued on a system and will generate a CVT HSM control block entry even if DFSMSHSM is not active and not licensed on the system.
