How to address a S300-04 condition encouneted at the startup of SARSTC?

Resolution
The client had SARINIT RCVPRIM=5 and RCVSEC=3, for the allocation of their Forward Recovery data set.
The S300-4 condition occurred because the system was not able to perform the primary allocation of 5 cylinders.
It was suggested that the client change to RCVPRIM=2 and RCVSEC=4, so that there would be a lower primary allocation.
As a result, the client was able to start the SARSTC, and reports started to collect as expected.
