When Panvalet PANLIB specified as PANDD11 getting a S913 abend

Issue/Introduction

After upgrading from V14.5 to V14.6, any jobs that use PANDD11 are abending with S913 :

IEC150I 913-38,mod,jjj,sss, ddname[-#],dev,ser,dsname(member)
iprfx.PANLIB3

Cause

38                                                                        
     An OPEN was issued for a RACF-protected data set on a DASD volume or 
     a RACF-protected tape volume to which the caller was not authorized. 

Resolution

Use the PANUT02 utility job to enable Special Fix $7SF010 :   OPEN THE PANDD11 - PANDD19 DATASETS AS READ ONLY
