The message DC329019 V10 T22 Resynchronization completed successfully was not written to the log at startup. Why would this message be missing at startup?

The DC329019 message can be received when there is a DDS connection between two CVs and those CVs have communicated successfully with each other at some point.
If not using DDS distributed transactions the DC329019 message can also be received when NODE statements have been defined in the SYSGEN for UCF connections between IDMS/DC systems.
Enter into 19.0 CV and enter command:
DCMT D DIST RM
The command DCMT D DIST RM shows this on the CV:
