Is there a way to disable SECDEBG so it cannot be executed by anyone and then enable only if needed?

Resolution

SECDEBG is an ACL and included in the ..CB0VSCRI dataset at install time. There are more than one ways to limit access to ACL's but not to a particular ACL. One sure way would be to rename the member to something other than SECDEBG.
