AlarmNotifier fatal error - unable to remap

Issue/Introduction
AlarmNotifier stops working with the following error in the NOTIFIER.OUT:
1 [main] sh 8388 C:\win32app\Spectrum\NT-Tools\SRE\bin\sh.exe: *** fatal error - unable to remap C:\win32app\Spectrum\NT-Tools\SRE\bin\cygiconv-2.dll to same address as parent(0x674C0000) != 0x620000
2181 [main] sh 8876 child_info::sync: wait failed, pid 8388, Win32 error 997
4115 [main] sh 8876 fork: child 8388 - died waiting for dll loading, errno 11
AlarmNotifier is inactive but stays in process list.

Environment
Spectrum 10.2.3 on Win2008
Resolution
Upgrade to 10.3 that includes a newer version of Cygwin 2.10.0.
A server reboot as well the kill of AlarmNotifier process did not solve the issue. The problem reappeared after a while.
It was confirmed that after the upgrade to 10.3 the problem did not reoccur.
