OWB: Workbench Create Dispatch Error / crashing on one workstation

Issue/Introduction
When attempting to export a project from Clarity to Open Workbench (OWB), some users receive a SchedLink popup error:
Unable to start scheduler - Workbench CreateDispatch error.

Users may also instead report an OWNB launch issue where OWB is crashing crashing abruptly.
However, when other users attempt to export a project to OWB from the same computer while using their own Windows login, the project opens without error.

Component: Clarity PPM Open Workbench
Cause
The error indicates that the user does not have full access to the directory that Open Workbench and Schedule Connect are installed on. The two components are installed under Program Files (x86) by default.
Resolution
Grant the user read/write access to the folder where Open Workbench and Schedule Connect are currently installed. Check to make sure there isn't any repeated updates pushed out to the workstations that may undo this access. Alternatively, uninstall Open Workbench and Schedule Connect, and reinstall both on a directory that the user has full rights over, such as the C: drive.
If the above doesn't help, it's recommended to check with your internal team for any other environmental / machine specific issues blocking the user from being able to access the program successfully.
