Endevor NDVRC1 with PARM=IKJEFT01 fails with S047 abend

Issue/Introduction

 NXPROMOTE batch Endevor jobs are failing with a S047 while the TSO processes work successfully.

Have verified all the libraries in the STEPLIB are APF authorized.  
What is wrong?
