When do I need to do a DDUPDATE ENABLE of a datadictionary entity and at what level should I do it?

ENABLE indicates in the datadictionary that the entity is in sync with the CXX. It makes that entity available for use by programs like CA Dataquery or CA Ideal.

You do the ENABLE after a CATALOG of the database.

It is best to do the ENABLE on the DATABASE. When you enable a DATABASE it also enables all associated entities like AREA, TABLE etc.
