You can configure minor, major and critical thresholds from the OneClick Explorer View > Wireless Device/ Controller level > Information Tab> Cisco Light Weight Access Point Protocol > Thresholds to generate alarms related to WLC/ AP/ Clients.
How do we get the values of Download Volume Per Client (MB) and Upload Volume Per Client (MB) to determine if they have reached the thresholds? And how often do we get these values?

These are the two OIDs that Spectrum polls from the device to determine if upload/download volume has exceeded the threshold. Spectrum polls the value of these two OIDs in terms of the poll interval.

The download data that is used per Client (applicable for all clients under current WLC device). You can configure the max that is supported. Alarms are asserted on AP, under which Client is latched.

The upload data that is used per Client (applicable for all clients under current WLC device). You can configure the max that is supported. Alarms are asserted on AP, under which Client is latched.
Default: 10240 MB
So we keep tally while the client is latched to the API.
