LMP Key requirements on LPAR with only the Gen Runtime Library

Issue/Introduction

Customer has multiple LPARs (SYSA and SYSB). 

On SYSA they have the Gen Host Encyclopedia installed. 

On the SYSB they only the GEN runtime libs (only Load Library), nothing else. 

Do we need the LMP KEYS on SYSB?

Gen does LMP Key checking for TCP/IP Direct Connect and MQ.  Gen only puts out warnings, but does not stop the application(s) from executing. Gen does not perform LMP checks for regular runtime applications (such as Block Mode or Batch applications).
